State Council executive meeting orders faster build-out of national computing network
Published · Updated
What happened
Xinhua reported on September 12 that the State Council executive meeting had issued instructions on computing-network construction, including coordinated infrastructure build-out, improved monitoring and dispatch of computing resources, wider backbone optical-fiber networks, and accelerated R&D for key technologies and equipment.
Why it matters
The meeting creates a new implementation signal for China's AI-compute and data-network stack by tying infrastructure, scheduling, and domestic technology development into one State Council-level work item. That can affect project approval, carrier investment, equipment procurement, and the allocation of computing capacity across regions in the near term.
At its September 11 executive meeting, the State Council studied computing-network construction, and Xinhua's September 12 report said the meeting called for stronger coordinated build-out, better monitoring and dispatch of computing resources, expansion of backbone optical-fiber networks, and faster R&D on key technologies and equipment. The report elevates compute infrastructure to the State Council level and links near-term network construction with domestic equipment capabilities. For technology leadership, the immediate question is how quickly ministries, operators, and local governments translate the instruction into projects, procurement, and dispatch rules.
