What happened
The Securities and Exchange Commission of Pakistan released draft Actuarial Valuation Rules, 2025, and invited public comments. The draft applies to life and non-life insurance business and concerns actuarial valuation standards used by insurers and supervisors.
Why it matters
A published draft rulebook is a concrete regulatory step because insurers, actuaries, and supervisors can now test how the proposed standards would change liability valuation, reserving, and reporting. If adopted after consultation, the rules can change capital planning, product pricing, and the timing of supervisory interventions.
The Securities and Exchange Commission of Pakistan said on September 12 that it had issued draft Actuarial Valuation Rules, 2025, for public consultation covering life and non-life insurance business. The draft would set or update the framework for actuarial valuation practice used in insurers' liabilities, solvency assessment, and supervisory reporting. For the insurance sector, this starts a live consultation window that can alter compliance costs, reserve calculations, and the regulator's ability to compare firms on a common basis.
